计划生育不给人出生权，父母没领结婚证无法获得准生证生下他，付遗风从小没有户口、身份证和护照，受尽中共政府及社会方方面面的刁难、羞辱、驱赶和迫害。

2022年付遗风逃离中国，偷渡进入泰国，于2023年5月获得联合国难民署政治庇护身份，UNHCR No: 815-23-1321590。

因调查并曝光中共一带一路黑幕，和高调加入反对中国共产党的政党中国公民行动党，2024年1月17日付遗风被泰国政府以非法偷渡理由逮捕，关进移民监狱。

2024年6月，付遗风在保释期间从泰国偷渡进入马来西亚。

近日，付遗风趁着雨天用2小时走丛林，游泳过海4小时，爬3米多高铁丝网墙，从马来西亚偷渡进入新加坡，8月27日被新加坡警察逮捕。

中国公民行动党诚请新加坡政府务必将难民付遗风转送到欧美澳等民主国家，理由有3：

1、泰国政府会逮捕、监禁、迫害付遗风，所以请新加坡政府慎重考虑和不要将付遗风送泰国；

2、付遗风没有马来西亚合法居留身份，所以也请新加坡政府慎重考虑和不要将付遗风送马来西亚；

3、更不能将付遗风送回中国，因为他本身是受中国政府长期迫害而逃离中国，离开中国后，经常参加64等反共活动，调查和曝光一带一路黑幕，加入中国公民行动党，泼墨习近平，写反共文章公开发表，接受大纪元等媒体采访报道，等。这些在中共政府那都是重罪，2018年董瑶琼泼墨习近平，被中共关进精神病院，其父亲被中共酷刑杀死，类似案例不胜枚举。

根据联合国《关于难民地位的公约》及其《议定书》，和《联合国禁止酷刑公约》、《世界人权宣言》等规定，所有人都有权寻求和得到免受迫害的庇护，任何国家不得将难民遣返到其生命和自由会因为政治见解等受到威胁的国家。各国政府必须确保其收容的寻求庇护者和难民的基本权利。

The China Citizen Action Party sincerely requests the Singapore government to transfer refugee Fu Yifeng to democratic countries such as the U.S., Canada, Europe, or Australia!

Note: This letter will also be sent to the UN Refugee Agency (UNHCR), the White House (President of the United States), the U.S. Embassy in Singapore, the Singapore Prime Minister’s Office, the Singapore Immigration & Checkpoints Authority (ICA), and the Singapore Embassy in the U.S., among others.

Fu Yifeng, Date of Birth: September 15, 1996, from Shandong, China, founding member of the China Citizen Action Party, and a figure with a Wikipedia entry: (https://zh.wikipedia.org/wiki/付遗风).

Due to China’s family planning policy, which denies the right to birth, and the fact that his parents did not obtain a marriage certificate, they could not obtain a birth permit for him. As a result, Fu Yifeng grew up without household registration, an ID card, or a passport, and he has faced numerous difficulties, humiliation, expulsion, and persecution from the Chinese government and society at large.

In 2022, Fu Yifeng fled China and illegally crossed into Thailand. In May 2023, he was granted political asylum status by the United Nations High Commissioner for Refugees, with UNHCR No: 815-23-1321590.

Due to his investigation and exposure of the Chinese Communist Party’s Belt and Road Initiative, and his high-profile membership in the China Citizen Action Party, an opposition party to the Chinese Communist Party, Fu Yifeng was arrested by the Thai government on January 17, 2024, for illegal entry and was imprisoned in an immigration detention center.

In June 2024, while on bail, Fu Yifeng illegally crossed from Thailand into Malaysia.

Recently, Fu Yifeng took advantage of the rainy weather, spent 2 hours walking through the jungle, swam across the sea for 4 hours, and climbed a 3-meter-high barbed wire fence to illegally enter Singapore from Malaysia. On August 27, he was arrested by the Singapore police.

The China Citizen Action Party sincerely requests the Singapore government to transfer refugee Fu Yifeng to democratic countries such as the U.S., Canada, Europe, or Australia for the following three reasons:

1. The Thai government will arrest, imprison, and persecute Fu Yifeng, so we ask the Singapore government to carefully consider and not send Fu Yifeng to Thailand.

2. Fu Yifeng does not have legal residency status in Malaysia, so we also ask the Singapore government to carefully consider and not send Fu Yifeng to Malaysia.

3. He absolutely cannot be sent back to China, as he has been persecuted by the Chinese government for a long time and fled China. After leaving China, he frequently participated in anti-communist activities, such as those commemorating June 4th, investigated and exposed the dark side of the Belt and Road Initiative, joined the China Citizen Action Party, splattered ink on Xi Jinping, wrote anti-communist articles, and gave interviews to media outlets like The Epoch Times. All of these are considered serious crimes by the Chinese Communist Party. In 2018, Dong Yaoqiong splashed ink on Xi Jinping and was confined to a psychiatric hospital by the Chinese authorities. Her father was tortured to death by the Chinese Communist Party. There are countless similar cases.

According to the United Nations Convention Relating to the Status of Refugees and its Protocol, the UN Convention Against Torture, and the Universal Declaration of Human Rights, everyone has the right to seek and receive asylum from persecution, and no country should return refugees to a place where their life and freedom would be threatened due to political opinions. Governments must ensure the basic rights of asylum seekers and refugees in their care.
